On June 16, 2025, the signing ceremony of the Memorandum of Understanding on a scholarship program between the Ministry of Education of the People's Republic of China and the Organization of Islamic Cooperation (OIC) took place in Jeddah, Saudi Arabia.

Ambassador of China to Saudi Arabia and Permanent Representative to the Organization of Islamic Cooperation (OIC), Chang Hua and H.E. Ambassador Aftab Ahmad Khokher, Assistant Secretary-General for Science & Technology of the Organisation of Islamic Cooperation (OIC), signed the memorandum on behalf of both sides.
Ambassador Chang Hua said that in recent years, relations between China and the OIC and its member states achieved steady development. Every year, China offers scholarships to outstanding students from these countries to pursue their studies in China, which has been warmly welcomed by their governments and peoples. The signing of the MoU will help deepen cooperation between the two sides in education, youth development, and other related fields.

On behalf of the OIC Secretariat, Mr. Aftab Ahmad Khokher expressed his gratitude to China for providing the scholarship program. He said that it serves as a vivid example of the expanding and deepening friendship between China and the OIC. He added that the program will help cultivate valuable talent to support the socio-economic development of the broader Islamic world.
