On November 19, 2025, Ambassador of China to Saudi Arabia Chang Hua met with the Secretary General of the Gulf Cooperation Council (GCC) H.E. Jasem Mohamed AlBudaiwi.

Ambassador Chang Hua introduced the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, noting that making medium-term and long-term plans to guide economic and social development is an important approach of the CPC in governing the country. The 15th Five-Year Plan will not only guide China’s economic and social development for the next five years and advance Chinese modernization, but also inject stability and certainty into a world of turmoil and transformation and open up new prospects for global win-win cooperation. China is always a member of the Global South and stands ready to share experience and opportunities with GCC countries and advance our relations.

H.E. Jasem Mohamed Albudaiwi said that the GCC side admires the great achievements made by China and speaks highly of China’s firm commitment to expanding high-standard opening up and sharing development opportunities with the world. The GCC Secretariat is ready to strengthen communication and coordination with China and contribute to the development of GCC-China relations and practical cooperation in various fields.
