Dear friends, Ladies and Gentlemen,
Good evening!
Today we gather in joy to celebrate the 77th anniversary of the founding of the People’s Republic of China. On behalf of the Chinese Embassy in Saudi Arabia, I welcome you all, and wish to express my sincere gratitude to all friends who are interested in and supportive of China’s development, and committed to China-Saudi friendship. Last week, Saudi Arabia celebrated its 96th National Day. I want to take this opportunity to extend my warm congratulations to the leadership and people of Saudi Arabia. A few days ago, we observed the Mid-Autumn Festival, a traditional Chinese festival symbolizing family reunion and happiness. Therefore, I also send my festive greetings and best wishes to all Chinese institutions and compatriots in Saudi Arabia!
This year marks the start of the 15th Five-Year Plan for China. Under the leadership of the Communist Party of China, Chinese modernization is advancing with steady strides, and fresh achievements have been made in high-quality development. In the first half of this year, China’s GDP reached 69.6 trillion yuan, a 4.7% year-on-year growth. The economy is generally stable, new growth drivers are gaining momentum, and China’s economy continues to serve as an important engine for world economic growth. Behind this dynamism are the new-quality productive forces delivering constant breakthroughs. China’s sci-tech innovation is being rapidly translated into new growth drivers. The humanoid robots you saw are the vivid illustration of China’s new-quality productive forces. China stands ready to provide more development opportunities for all countries through its own high-quality development, and share development outcomes with the world in an open and inclusive spirit.
Faced with the fast-evolving profound changes unseen in a century, and a changing and turbulent international and regional landscape, President Xi Jinping proposed building a community with a shared future for humanity. He put forward four major initiatives, namely Global Development Initiative, Global Security Initiative, Global Civilization Initiative and Global Governance Initiative, offering a systematic set of responses to challenges confronting humanity. Together, they form an integrated framework that pursues prosperity through development, safeguards stability through security, enhances mutual trust through mutual learning among civilizations, and seeks justice through governance, bringing much-needed stability and positive energy to today’s world. President Xi Jinping also put forward the Global AI Governance Initiative. China, together with 38 countries, established the World AI Cooperation Organization (WAICO). We work to foster a more just and equitable global AI governance system and ensure that AI develops for the positive, for good, for humanity and for all.

This year marks the 10th anniversary of China-Saudi Arabia comprehensive strategic partnership. In April, President Xi Jinping had a phone call with HRH Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud, where important consensus was reached on deepening bilateral relations and promoting regional peace and stability, charting the course for growing our bilateral ties. Over the past year, guided by head-of-state diplomacy, the two sides have maintained close high-level interactions. Foreign Minister Wang Yi and Foreign Minister Faisal bin Farhan Al Saud paid mutual visits, further deepening strategic communication and political mutual trust. Practical cooperation has yielded fruitful results. High-quality Belt and Road cooperation has been deeply aligned with Saudi Arabia’s Vision 2030. In 2025, bilateral trade exceeded 108 billion U.S. dollars, staying above the 100-billion-dollar mark for years running. Cooperation in traditional sectors including energy, petrochemicals and infrastructure keeps deepening, while collaboration in emerging areas such as digital economy, AI, new energy and green development continues to expand. People-to-people and cultural exchanges are flourishing. The China-Saudi Arabia Year of Culture came to a successful conclusion. The agreement on visa exemption for holders of diplomatic, service and special passports between the two countries has entered into force. China’s unilateral visa-free policy for ordinary Saudi passport holders remains in place, making mutual travel more convenient.

Amid growing turbulence of the international situation, the international community values China’s voice and position more than ever. It expects China to step forward in a volatile world, uphold fairness and justice, and play a greater role. During his phone conversation with HRH Crown Prince and Prime Minister Mohammed bin Salman, President Xi Jinping said that China supports regional countries in building a common home featuring good-neighborliness, development, security and cooperation. During his visit to Egypt this month, President Xi Jinping put forward 4 initiatives on advancing common security in the Middle East. Covering four dimensions of unleashing internal momentum, advancing comprehensive governance, cementing the foundation for development, and enhancing international coordination, the initiatives support regional countries in exploring a new Middle-East security architecture. They stress that the people in the region should run their own affairs, advance interest integration among regional countries and root out the breeding ground for conflicts. The Palestinian question lies at the core of the Middle East issue. In August this year, President Xi Jinping stated that to settle the Palestinian question, we must stay committed to political settlement, Palestinians’ self-governance, humanitarianism, fairness and justice. China is ready to work with Saudi Arabia and other regional parties to advance the implementation of the two-State solution and strive for a comprehensive, just and lasting settlement of the Palestinian question.
China firmly supports Saudi Arabia in continuing to pursue a development path suited to its national conditions and in safeguarding its national sovereignty, security and stability. China applauds Saudi Arabia’s active efforts for ceasefire and peace, and is ready to work with Saudi Arabia to contribute to de-escalation and long-term peace and stability in the region. China supports Saudi Arabia in playing a bigger role in international and regional affairs, and is ready to join hands with it to uphold the authority of the United Nations and build a more just and equitable global governance system.

Standing at a new starting point, and taking the opportunity of our 10th anniversary of comprehensive strategic partnership, China is ready to work with Saudi Arabia to implement the important consensus reached by the leaders of our two countries, further deepen strategic mutual trust, expand practical cooperation, foster new growth areas, enhance civilizational dialogue and people-to-people bonds, and elevate the China-Saudi Arabia comprehensive strategic partnership to new heights.
